Comment on Draft Flood Hazard Area and River Corridor Protection Procedure

Vermont DEC has released a Draft Flood Hazard Area and River Corridor Protection Procedure for review and public comment. The document explains the standards that DEC will follow when advising towns, regional planning commissions, or Act 250/148 procedures about land use in river corridors. The procedure is consistent with a proposed rule covering activities not regulated by municipalities, such as state buildings and roads, utilities, agriculture and silviculture. The draft document explains the mapping of flood hazard areas (threatened with inundation during high water and used by FEMA's National Flood Insurance Program) and river corridors (a larger area subject to erosion damage as rivers move over time, including vegetative buffers). It also outlines best practices for reducing runoff, promoting an intact floodplain, protecting river channels and maintaining buffers.
